**  The Federal Aviation Administration (FAA) requires a runway to be "marked with yellow cross (X) at each end when the runway is formally closed." A runway is formally closed when it cannot be made available for aircraft operations within a one to two minute notification by either a pilot or air traffic controller due to construction and maintenance or aircraft emergencies. The FAA Advisory Circular provides that, "it is the airport operator's responsibility for determining the need for a visual indication that the runway is closed".
